The FBI files stated "Enclosed for the bureau is one copy of a letter threatening to kill numerous political figures and television personalities and envelope postmarked Sacramento, California 6/8/77. For information of the bureau, on 6/9/77, the Sacramento Bee newspaper received the enclosed letter and information was developed that captioned subject was currently under indictment for threatening to kill the president and a check with U.S. Secret Service, Sacramento, confirmed this. On 6/9/77 Assistant U.S. Attorney Donald Heller, Sacramento, determined that redacted had been sentenced that day for violation of Title 18, section 871, Threats to Kill the President to an indeterminate sentence under the Youth Corrections Act. Based on this information, Assistant U.S. Attorney Donald Heller advised he would consider no further prosecution of captioned subject. On 6/19/77, the originals of the enclosed letter and envelope were turned over to the U.S. Secret Service Agent to be made a part of their case".
The December 16th 1969 Fairfield letter has its own unique design, written on lined paper threatening "government life" and 38 cops in San Francisco, San Jose, Vallejo, Napa, Fairfield, Sacramento and Oakland. This correspondence was not released to the newspapers, thereby making any subsequent letter mirroring this communication all the more significant. Any future author could not be accused of copycatting the Zodiac Killer using the Fairfield letter as their guide. That is what makes the "Jimmy Carter" letter, mailed on June 8th 1977, so very interesting when placed alongside the 'Zodiac letter' from December 16th 1969. On 6/19/77, the originals of the enclosed letter and envelope were turned over to the U.S. Secret Service Agent to be made a part of their case". The candidates threatened high on the list are elected government officials from the Democratic Party, followed by television personalities - with President Jimmy Carter top of the hit list of 30. The December 16th 1969 Fairfield letter also threatened "government life", with 38 people placed in a similar list at the foot of the letter Two letters, both on lined paper, separated by nearly eight years, and both promising to kill 30+ people. Let us take a closer look at the Jimmy Carter and Fairfield letter alongside each other. The Fairfield letter has been placed beneath the Jimmy Carter letter in the image below. I have highlighted certain areas of interest in blue, green and red. In the Jimmy Carter letter the author begins with "this letter has been written to tell the people", whereas in the Fairfield letter the author begins with "I just want to tell you". The Jimmy Carter letter then threatens the "following people to be killed", with the Fairfield letter stating "I will kill more people". And finally, the Jimmy Carter letter concludes with "you better carry out the demand", with the Fairfield letter ending with "you better print". Not withstanding the similar construct and tone of each letter, along with the lined paper, the handwriting is comparable. Furthermore, if we compare these two letters with the threat letter to Richard Nixon (more government life) on May 14th 1973, we see a pattern. The December 16th 1969, May 14th 1973 and June 8th 1977 letters, all begin with either "to tell you that", "to tell you this" and "to tell the people". Youth offenders could have their conviction vacated or set aside if they were aged between 18 and 26 under Title 18. The person who threatened Jimmy Carter in 1977, whose single name was redacted in the FBI files was 24-year-old Edward Falvey. 26 years later he was in federal prison, where he wrote a letter to a psychologist stating that he wanted to spice up his life by shooting a famous person. Falvey added a hit list to his letter that included Hillary and Bill Clinton, and a number of federal judges. This hit list sounds familiar.

Edward Falvey received probation for the 1977 threat on Jimmy Carter.

A convicted bank robber who told a prison psychologist he wanted to "spice up" his life by shooting a famous person has admitted threatening to kill U.S. Sen. Hillary Rodham Clinton (D-N.Y.), officials in Camden said.

He included a hit list, naming Senator Clinton, as well as former president Bill Clinton and federal judges, said Jacqueline Carle, assistant US Attorney. 7/6/2019 01:34:49 am
Interesting what you have commented on,Richard, regarding a ''youth offender'',as claimed,by the FBI,and naturally the comment is made on what information, the FBI have ''elected'' to offer.

Whether the FBI are being misleading, cautious or are unable to prove this man authored the letter (because they don't state specifically) I cannot answer. What I do know is the threat letter was associated with him in the same FBI file, he was 24 and therefore eligible for Section 18. But there is no admission on his part or the FBI as to him being the author. However, considering his age and the fact he got probation for threatening the president in 1977, as alluded in the files, I have no doubt he was the person referenced. But that isn't the same as him being the author of the threat letter. The files don't make that clear, but it could be inferred.

Falvey wrote a letter to Chief Psychologist Dr. Julie Smith on April 23, 2003. She is British, according to the only relevant find on Google.

This letter was postmarked Sacramento, but I'm sure Edward Falvey was from New York, currently living in Long Island. Cannot be sure, but it's an educated guess.

I know of your three names Rubislaw for the redacted names, but if the author of this letter was not a resident of Sacramento, like Edward Falvey, then this person had reason to travel to Sacramento to visit these subjects in prison. It could also be argued that the letter was mailed specifically to the Sacramento Bee because the three inmates were housed in Folsom State Prison in 1977. If they had a connection to one another, through an affiliated group, then this should be on record somewhere. I know you have your ideas on this, but I'm searching any alternative inmates at Folsom. 7/6/2019 03:48:40 am
If of further interest to readers of this site....if we examine the names on the death list... 7/6/2019 04:09:58 am
Certainly take on board, your comments,Richard...and without actual proof, there is still room for debate.

The Jimmy Carter letter concludes with "you better carry out the demand". Here is a November 3rd 1970 Folsom Prison Inmate Manifesto of 31 Demands - one more than the hit list. "We Demand" is written 31 times and underlined. What is blacked out under "the Demand" in the threat letter.

"We the imprisoned men of Folsom Prison seek an end to the injustice suffered by all prisoners, regardless of race, creed or color. The preparation and content of this document has been constructed under the unified efforts of all races and social segments of this prison. We the inmates of Folsom Prison totally and unlimitedly support the California Statewide Prison Strike on Nov. 3, 1970, under the united effort for designated change in administrative prison practice and legislative policy"

In 1970, prisoners protesting about the brutal regime at Folsom Prison, went on strike for 19 days. They wrote the following manifesto and bill of rights in support of their action.

A manifesto is a published declaration of the intentions, motives, or views of the issuer, be it an individual, group, political party or government.[1][2][3][4] A manifesto usually accepts a previously published opinion or public consensus or promotes a new idea with prescriptive notions for carrying out changes the author believes should be made. It often is political or artistic in nature, but may present an individual's life stance. Manifestos relating to religious belief are generally referred to as creeds. 7/6/2019 05:00:37 am
Yes indeed....and genuniely interesting. 7/6/2019 05:44:11 am
I presume that,at the time [1977],the Sacramento Bee would have handed the list over to the FBI,with a curiosity to follow up on the story,in some way,and looked at any comparisons, that might be drawn, with the Folsom greivances [?].

Unfortunately Rubislaw it's worse than ever today, as most of the high profile newspapers and TV broadcasters don't employ journalists anymore, just propagandists for the corporations and government. The day of serious journalism releasing stories like the Pentagon Papers is long gone. When a serious investigative journalist comes along breaking the hard stories, he is arrested, persecuted and jailed - and receives little to no support from the likes of the BBC, Sky, Fox, CNN or MSNBC news corporations. That is because they are bought and paid for.

This is a slightly flawed analysis. The high profile media that you describe is actually the propaganda arm of the progressive left movement in the U.S. So instead of practicing journalism the media is driving the agenda, Academia and the entertainment industry are other entities in this movement. Apart from any objective political discussion or viewpoint this is patently obvious for any observer to be cognizant of. 7/6/2019 06:34:50 am
Using You-tube,I can see,all too clearly now that....if you are a Democrat, then you just watch CNN...and if you are a Republican, then you just watch Fox.

Sacramento had an assassination attempt on a president less than two years earlier. On September 5, 1975, Lynette "Squeaky" Fromme, a cult member of Charles Manson's Manson Family, attempted to assassinate United States President Gerald Ford in Sacramento, California. She wanted to make a statement to people who refused to halt environmental pollution and its effects on Air, Trees, Water, and Animals (ATWA). Although Fromme stood a little more than an arm's length from Ford that Friday morning and pointed a M1911 pistol at him in the public grounds of the California State Capitol building, she had not chambered a round, the gun did not fire, and no one was injured. After the assassination attempt, Ford continued to walk to the California state house, where he met with California governor Jerry Brown. For her crime, Fromme spent 34 years in prison and was released on August 14, 2009.

His appearance, home location and education don't tally with my perception of Zodiac. People are perfectly entitled to their suspects, but the lens you view anything Zodiac related through, from the letters to the crimes, will begin with your suspect in mind. If you ask somebody who hasn't got a suspect where Zodiac lives, they will analyze the crimes, letters, phone calls etc and give you an answer from a neutral position. If you ask somebody whose suspect lives in San Francisco then your answer will be San Francisco. They will tailor the evidence around their suspect, to arrive at a conclusion they had already decided upon. The person on the forum believes Harden to be Zodiac, and that is fine - but because I don't, it's not a discussion worth having. They just end in animosity and tears. 7/10/2019 04:59:08 am
And,I would further suggest that, this goes a long way to explain the Zodiac's selection of the term ''Secret Pal'',directed at Paul Avery. 7/10/2019 10:24:26 am
Yes...well I see that some ''smart ass'' has come back, defending those that consider Don Harden's complicity in the ''Concerned Citizen'' letter, has credulity.
Richard
7/10/2019 01:32:55 pm
Saying I don't want my name in the paper when Donald Harden's name was already in the paper, would appear pointless coming from Donald Harden. But obviously that is just Donald Harden's dry sense of humour. For anybody believing the Concerned Citizen card was Donald Harden is entitled to believe that - proving otherwise after 50 years is an unwinnable argument. 7/10/2019 03:59:34 pm
Any extra information I can offer is,that on August 9th,the SF Chronicle, with a certain confidence, were able to print news that a couple had solved the 408. 7/11/2019 02:50:02 am
With the ''finalized'' version of the 408 [...presumably sanctioned by the FBI...],we view a slightly more accurate version, than the Harden's original solution.Without dwelling too much on specific technicalities, the Zodiac had deployed 8 polyphonic symbols, for which Don,in his short time, had failed to spot.
Richard
7/11/2019 03:26:25 am
I used to not believe it was Zodiac, but after reviewing the details it seems the likeliest proposition. The Harden's solve was originally only an 87% solve, because they didn't decode the final 18 (whether or not it's gibberish). They solved 390 characters. If we factor in your 1.5% loss, your argument should strictly be 85.5 % in total. 7/11/2019 04:19:32 am
Yes..I take your point,Richard.Since there is too much,up for grabs,on the final 18 characters....I tend to judge the overall acomplishment,in terms of what was available to be solved, readily. 7/11/2019 06:20:30 am
...I seem to have ''spun a coin'' on this 408/Concerned Citizen ''milarky''.
Richard
7/11/2019 07:41:20 am
That cipher was perfectly capable of being solved in 20 hours or less. Once you've identified the "kill" and "killing" areas, along with the tendencies of a serial murderer to refer to himself, the resulting snowball effect would gather pace. The cipher may have taken me four years or decades to solve, because I don't proclaim to be a cryptographer, but for somebody like the Harden's - no problem. Today, on a computer, a matter of minutes. For an experienced cipher solver, the 408 would be relatively easy. 7/11/2019 01:34:43 pm
Well said Richard....and for those that have claimed that the FBI and ''Naval Intelligence'' were unable to solve it,simply have their heads in the clouds.
