Paul Stine Murder and the Non-Investigation.

In the immediate aftermath of Paul Stine's execution style murder, the San Francisco Police Dpt. report on the Homicide couldn't even muster a full two page incident report which, if you compare this Final Scene of Zodiac's stage production against the police reports of His opening scene and arrival at LHR, well the difference is unmissable. 

 The SFPD seemed to have decided that the best way to avoid the potential for failure, is by simply not trying to being with. I mean why is it that the Dpt literally seem to respond by not responding? I mean surely the minute you know Cab picks up suspect a Point A, travels some distance with Him on board to point B along a the public street roads surely the first thing you have to do is appeal for witnesses to come forward who may have seen the cab en-route. The same is surely applicable to the Zodiac exiting the cab and walking under streetlights down Cherry, turn right, then along Jackson to Maple, surely to God the first thing you do the very next day is a door to door Enq. starting at The scene itself and following the known route down Maple & Jackson.

 We see no official reports this was done, and when we do see evidence of some form of witness and one that could blow the case open in the statement made being this witness 'FOR INFO IDENT. DVSN: Witness in murder of cab driver Identified *NAMED INDIVIDUAL* as possible subject in the matter' as a footnote. The ID and witness thereof both having fell below media radar at the time this ID took place. ​

​Are Martin Lee's Men in SFPD Homicide Division too busy conducting a thorough and extensive investigation into which Donut Retail Outlet is to be assigned the top spot?
 Where is the full and written statements of the on scene witnesses? Where is Donald Foukes Crime report? Why does Frank Peda arrive with Armond before Armond suggest He immediately vanishes into thin air and is not mentioned by Armond as doing anything at all or even being present? 

 There are events and facts we have only learned in more recent years such as Don's "Putting His head down & turned into the entrance way of a house...." reveal and had Z Himself not aired their dirty laundry all over the San Fran's Chronicle demanding *must print in paper* the part about being stopped and let on my way....Had Z never thrown this KO punch at Chief Lee as they went about verbally trading insults, we'd likely never have known that Fouke saw that WMA AKA Z.

Armond is non-specific about going this way, seeing some person who's name He either doesn't know or chooses not to repeat, seems to imply Peda never exits the patrol car to do anything on scene, but as frustrating as Generalizations are, they are better than contradictions. Fouke has no idea and is turning south onto Cherry while arriving at Arguello after seeing A White Male turn down Maple toward the Presidio who simultaneously is climbing steps, traversing a driveway and heading for a residence. 

  I wont have it that it's all a innocent misunderstanding and explanations can be expected in all innocence. This is deliberate concealment and outright lying as to the actual true facts of what happened that night and asd the legal maxim reminds:

 'What is inconvenient or contrary to reason, is to be ignored as falsehood,'

"In some cases officers who were punished for serious misconduct by the Police Commission or the chief of police have been allowed to join the program. For example, Donald A Fouke, a former sergeant in the field-training program was nearly fired by the Police Commission in 1978 after he was arrested for public intoxication and displaying his off duty firearm. The commission placed Fouke on probation, gave him five days off without pay, and ordered him to join Alcoholics Anonymous. Nine months later the commission suspended Fouke for an additional 90 days and extended his probation for a year, after he was arrested in Daly City for driving under the influence of alcohol. Despite the suspensions and probation, Fouke was assigned to the field-training program at Mission Station. Paul Chignell said the incidents involving Fouke were a special case. "That was an alcohol related crime and he took his punishment and has not had subsequent disciplinary problems. I don't think you should punish a man doubly for something like that."

Chief Gain: "Mr. President, the Sergeant is here
to ask for a continuance, the reason being is that
the Officer was not able to get the representation
that he wanted. One reason being that POA members
who would represent him are absent this week, in
fact, and that as far as getting an attorney, I
think the attorney hasn't been available too. Re-
flecting the position of the POA, because I know
what it is, they too received a very late request
and it really rests on Officer Fouke 's shoulders.
And it is out of kindness that we are pervading and
asking the Commission to continue it. We would like
to have it set for hearing next week with no further
delays."
RESOLUTION NO. 127-79

SHOW CAUSE HEARING IN THE MATTER OF POLICE OFFICER
DONALD FOUKE, NORTHERN POLICE STATION:

WHEREAS, on February 20, 1979, Charles R.
Gain, Chief of Police, submitted a letter to the
Police Commission informing the Commission that
Police Officer Donald Fouke, Northern Police Station,
had failed to adhere to the probationary require-
ments given him at the Police Commission meeting
of May 24, 1978; and WHEREAS, a hearing on the matter, at the
request of the Chief, was set for this date, but
because of the .unavailability of proper legal defense
cousel, Police Officer Donald Fouke, through is Sta-
tion Representative, requested a one week contin-
uance, to which the Chief concurred; therefore be it RESOLVED, that a hearing before the Police
Commission at which Police Officer Donald 'Fouke may
show cause why the Commission's suspension of the
imposition of the penalty of termination should not
be lifted and that Police Officer Donald Fouke be
terminated pursuant to Resolution No. 253-78, be,
and the same is hereby set for Wednesday, March 7,
1979 at 5:30 p.m., in Room 551, Hall of Justice.

SHOW CAUSE HEARING. 'OF POLICE OFFICER DONALD A.
FOUKE, NORTHERN POLICE STATION:
The Show Cause Hearing of Police Officer Donald A. Fouke, Northern Police Station, was called, it having been set for this date. Police Officer Donald A . Fouke was accused of violating the terms
of his probation as follows. Pursuant to Police Commission Resolution No. 253-78, the Police Commission sustained three charges against Officer Fouke for conduct arising out of his
alcohol consumption. For two of these charges he was suspended for five (5) days, for the other, he was terminated as a member of the San Francisco Police Department, however, the termination order was suspended for one year under the condition that he completely and totally abstain from alcohol for one (1) year and attend Alcohol Abuse Meetings as directed by Officer John Devine, Special Assistant to the Chief of Police. Officer Devine
reports that Officer Fouke has:
1. Attended Alcholics Anonymous meetings regularly s but that on February 16, 1979, Officer Fouke consumed a large amount of alcohol and was assisted to his home by members of the California
Highway Patrol.
2. That later, he was arrested for 23102 CVC (drunk driving) by the Daly City Police and during his arrest he was abusive and
resisted the arrest and booking process.
3. That although he refused to take any field or chemical test for alcohol consumption, all who had contact with him
believed him to be intoxicated.
That he admitted to Officer Devine, to consuming a quantity of alcoholic beverages on the evening of February
16, 1979, in a letter to the Commission from Charles R. Gain,
Chief of Police. Police Officer Donald A. Fouke, appeared
in person and was represented by Sergeant Michael
Hebel, Attorney at Law. Mr. Robert Byrne, Attorney at Law, Legal
Office, appeared as the Prosecutor for the Police Department
Hebel. An opening statement was made by Sergeant.
The following witnesses were called by
Sergeant Hebel, sworn and testified: Captain Joseph T. Lordan
Commanding Officer, Northern Police Station, Police Officer John F. Devine,Special Assistant to the Chief of Police, Police Officer Donald A. Fouke, Northern Police Station, Police Officer Paul Chignell, Northern Police Station..
A closing statement was made by Chief of Police Charles R. Gain.
The Commission took the matter under submission after which the following resolution was adopted:
RESOLUTION NO. 166-79
DECISION - SHOW CAUSE HEARING OF POLICE OFFICER
DONALD A. FOUKE, NORTHERN POLICE STATION WHEREAS, on February 20, 1979, Charles R, Gain, Chief of Police, submitted a letter to the Police Commission informing the Commission that
Police Officer Donald A. Fouke had violated one of the Probationary Requirements imposed upon him at the Police Commission meeting of May 2k, 1978, as
follows :
1. Attend Alcohol Abuse meetings as directed by Officer John Devine for a period of one year; and,
2. Completely and totally abstain from alcohol for one year, and
WHEREAS, Officer Devine brought to the Chief's attention that Officer Fouke had violated the second condition under which his sentence of termination was suspended in that on February 16, 1979, Officer Fouke consumed a large amount of alcohol,

78; and WHEREAS, a hearing on this request was had before the Police Commission pursuant to Section 8.343 of the Charter of the City and County of San Francisco on Wednesday, March 7, 1979, and that on Wednesday, March 7, 1979, the matter was
submitted to the Police Commission for decision; and WHEREAS, Officer Fouke and his attorney,
Sergeant Michael Hebel, agreed to a waiver of disabilities occurring, if any, as a result of the modification of the penalty imposed upon Officer Fouke in Police Commission Resolution No. 253-78, providing the Commission imposes further penalties; therefore be it
RESOLVED, that it is the order of the Police Commission that the procedural waiver by Officer Fouke and his counsel, be, and the same, hereby accepted and that Officer Fouke's probation-
ary status shall continue in full force and effect from May 24, 1978 to, and including, May 24, 1979; and be it further RESOLVED, that the Police Commission finds t

Fouke, shall be suspended from the San Francisco Police Department without pay for a period of ninety (90) calendar days commencing Wednesday, March 14, 1979 at 0001 hours, and terminating on Monday, June 11, 1979, at 2400 hours.

Nice find Rich, had never heard this before so ty for posting.

Don hitting the booze hard just reinforces for me what I have long believed about Don, you can see it written all over His body language and expressions (such as sighs etc) that Don is a troubled man.

Is Don using the bottle to self medicate as He is wanting to block out & forget something?

Later, as he calmly walked away, the killer ran into a police car. Police had found the taxi driver's body, and the officer inside the car, Don Fouke, had just heard a bulletin describing the suspect as black.
"When the headlights hit him I took a look at him. It was a white male, and [I] continued on," Fouke told Primetime. "He came down … the north side of the street and turned and went up a flight of stairs into a courtyard." Fouke was telling this story before the 2007 documentary. This report originally aired on Primetime on Oct. 17, 2002.

"Fouke told Primetime. "He came down … the north side of the street and turned and went up a flight of stairs into a courtyard."

Well again, this comment is at odds with his 2007 statement in that He Said:

"Because He was putting His head down when He spotted the police car and turned into the entrance way of a house. By entrance way, I mean stairs that are concrete that leads to a path that lead to a front door. Never saw Him get to the top of the Stairs."

Well the Courtyard of 3712 is adjacent to the Path leading the front door. You'd have to walk up the steps, take a couple of steps in the pathway, then turn right. How could Don know He went into the courtyard if He never saw Him get to the top of the steps?

I really believe that Paul Stine was a victim of Edward Wayne Edwards. EWE was using a lot of aliases over the years. I wish I had known his real name or if I knew his real name why I would stop using it. Maybe he was threatening to sue me and my mother-in-law at the time had become wealthy. I was reporting him to gov't agencies. At that time he was an informant and he had the reputation as a reformed criminal. But this is what I remember from my teen-age years. He had come to our area of NC again. We had a mutual acquaintance that told me he was worried that it was all going to unravel in the 1970's. He had killed Paul Stine and gave a good enough story to relatives about how Stine had started a fight with him, making them believe he killed him in self-defense. Then he went on his book and speaking tour after he wrote "Metamorphosis Of A Criminal." They wanted to believe he was reformed and I know they were afraid of him. Everyone was afraid of him. I was told that he was an honorable man and since I thought otherwise I was being self-righteous.
